2026-2027 Goals
Diverse Housing Options
- Complete the Brown Ranch Community Solutions Project by developing a Brown Ranch governance structure and launch land use scenario planning.
- Deploy STR funds and adopt policies expeditiously in accordance with Housing Opportunities Strategic Plan
- Develop and launch a Purchase of Deed Restriction Pilot Program.
- Develop and launch a Short-Term Rental Tax Fund Rolling Solicitation Program.
- Develop and adopt an Inclusionary Zoning and/or Linkage Program.
- Position the city to benefit from State funding opportunities for affordable and attainable housing.
- Complete Housing Needs Assessment.
- Update Housing Strategic Plan.
- Amend Steamboat Springs Community Plan to include a Strategic Growth Element and Water Supply Element.
- Pursue infill development opportunities for affordable/attainable housing
- Assemble the Campbell and CDOT parcels and develop a community-informed master plan of the “Stockbridge Campus” by Q1 of 2027 to guide future development of affordable housing with consideration for workforce housing, childcare, older adult services, and multimodal transportation.
Transportation and Mobility
- Support Advancement of Regional Transportation Authority
- Assuming the RTA eventually takes over the regional bus service, create a transition plan for assets. Assets include vehicles, spare parts, and the Regional Transit Facility.
- Begin planning on possible shared resource opportunities with the RTA.
- Increase intracity mobility with multi-modal transportation
- Utilize 2026 SB-230 funding to increase local bus service frequency and capacity during the summer season.
- Utilize 2026-2027 SB-230 funding, SSRC contributions, and Federal grants to purchase 7 hybrid/electric buses.
- Utilize 2027 SB-230 funding to operate the “Copper Zone” micro-transit system in the west side of town within the city limits.
- Improve pedestrian and bicycle safety throughout community
- Construct the West Steamboat Trail.
Fiscal Sustainability and Financial Stewardship
- Evaluate revenue generating tools in the context of current taxing structure – look at city finances holistically
- Develop the stormwater utility management plan.
- Work to identify a problem statement with respect to municipal finances. Determine if goal is greater diversification, additional revenue, stability of revenue sources, and/or dedicated funding for specific items. Evaluate solutions based on identified problem statement.
- Evaluate consolidating Steamboat Springs Fire Department with the Steamboat Springs Area Fire Protection District
- Follow best practices for transparency for government spending
- Complete OpenGov integration with Workday and provide expenditure transaction detail online for the community by June 2026.
- Utilize ERP Software (Workday) to continue implementation of government best practices.
- City Council updates during City Manager’s Report (quarterly) beginning 2nd quarter 2026.
- Create a quarterly financial report published for the community by end of 2026.
- Codify the dimensional/development standard recommendations in the Downtown Plan to ensure continued economic vibrancy in downtown Steamboat Springs.
Environmental Sustainability
- Implement the Climate Action Plan (CAP) and water conservation measures
- Hire a water conservation coordinator.
- Update the landscaping code to strengthen water conservation and wildfire resiliency and provide technical assistance and training.
- Develop a unified water conservation program with Mt. Werner Water with an updated website, branding, and resources/materials.
- Build environmental sustainability into systems and decision making
- Establish a policy for publicly funded projects to incorporate sustainability/resiliency design criteria subject to funding constraints.
Community Engagement & Public Outreach
- Develop and implement communications and engagement strategic plan
- Develop and implement communications and engagement strategic plan to strengthen transparency, trust, and civic engagement across the organization.
- Humanize the city by focusing on purposeful and consistent engagement through existing efforts, including Coffee w/ Council, Farmer’s Market, Civic Connections, City Newsletter, and the proposed monthly Pilot column.
- Continue ongoing community engagement efforts to connect with vulnerable communities and to educate the public.
